Why Kaduna Could Be Strategically Important in Tinubu’s 2027 Re-Election Bid

As political preparations for Nigeria’s 2027 general elections intensify, Kaduna State is attracting attention because of its large electorate, religious and ethnic diversity, political history and strategic position in the North-West.

A recent analysis by Vanguard journalist John Alechenu argues that Kaduna could be particularly important to President Bola Tinubu’s re-election campaign because of the state's complex political landscape.

The analysis compares Kaduna with larger political centres such as Lagos, Kano, Katsina and Rivers, arguing that the state presents a different kind of electoral challenge because no single political party has historically enjoyed overwhelming support across all parts of Kaduna.

Kaduna’s Electoral Importance

Kaduna is located in the North-West, Nigeria’s largest geopolitical zone by registered voters.

According to the Vanguard analysis, Kaduna had about 4.3 million registered voters ahead of the 2023 general election, making it one of the largest electorates in the zone.

The 2023 presidential election also demonstrated the competitiveness of the state.

INEC's declared results showed Atiku Abubakar of the Peoples Democratic Party (PDP) received 554,360 votes in Kaduna, while Bola Tinubu of the All Progressives Congress (APC) received 399,293 votes. Peter Obi of the Labour Party received 294,494 votes.

The APC nevertheless retained the Kaduna governorship in the 2023 election, illustrating the difference that can exist between presidential and state-level voting patterns.

A Politically Diverse State

One of Kaduna's defining features is its religious, ethnic and geographical diversity.

The state includes predominantly Muslim communities in parts of the north and predominantly Christian communities in parts of the south, alongside numerous ethnic groups.

The Vanguard analysis describes Kaduna as a “mini-Nigeria” because of this diversity and argues that political parties must build support across different communities rather than rely on a single bloc.

The state's political importance also extends beyond its voting figures. Kaduna has historically played a significant role in Northern Nigerian politics and hosts influential religious, traditional, academic and political institutions.

Economic Conditions Could Influence Voters

Beyond political structures, the analysis highlights economic conditions as an important issue ahead of 2027.

Residents interviewed for the report mentioned issues including the exchange rate, food prices, agricultural input costs, fuel prices and school fees.

One resident, Dahiru Umar, told Sunday Vanguard that the relative stability of the naira against the dollar could matter to businesses, but said the cost of everyday living remained an important concern for voters.

The broader economic impact of the Federal Government's reforms, including the removal of the petrol subsidy, is therefore likely to remain part of political discussions in Kaduna and other states.

Security Remains A Major Issue

Security is another major factor in Kaduna's political environment.

The state has previously experienced attacks, kidnappings, communal violence and insecurity along important transportation routes, including the Kaduna-Abuja corridor.

The Vanguard report notes that there have been signs of improvement in some areas, including increased activity on the Kaduna-Abuja road and the return of the Abuja-Kaduna railway service.

However, security challenges have not disappeared, and the situation in communities affected by banditry and communal violence remains politically significant.

For the Tinubu administration and the APC, continued improvement in security could provide an important point of discussion during the 2027 campaign. Conversely, renewed insecurity could become a major criticism from opposition parties.

Uba Sani’s Role

Kaduna Governor Uba Sani is also expected to play an important role in the APC's political strategy in the state.

Sani has publicly supported Tinubu's re-election bid and has argued that political conditions in Kaduna have changed since the 2023 election.

In August 2026, Sani said he expected Tinubu's share of the Kaduna vote to increase substantially in 2027. That was a political prediction by the governor, rather than an independently verified forecast.

The APC has also continued its mobilisation efforts in Kaduna. In September 2026, northern governors and senior Federal Government officials gathered in Kaduna in an event focused on support for Tinubu and Sani ahead of the 2027 elections.

The El-Rufai Factor

Former Kaduna Governor Nasir El-Rufai remains another important figure in discussions about the state's political landscape.

El-Rufai governed Kaduna under the APC from 2015 to 2023 and played a prominent role in the party's political mobilisation in the North.

His subsequent political disagreement with the Tinubu administration has added another dimension to APC politics in Kaduna.

The Vanguard analysis argues that El-Rufai continues to have influence among some political actors and supporters in the state, although the extent of that influence in 2027 will depend on changing political alliances and voter preferences.

The Muslim-Muslim Ticket Debate

Religious considerations also remain part of Kaduna's political conversation.

The APC's Muslim-Muslim presidential ticket was a contentious issue during the 2023 election, particularly in parts of Southern Kaduna.

The 2027 election could provide another test of how religious identity, political representation and the performance of the current administration influence voting behaviour.

At the same time, political affiliations have continued to shift since 2023, making it difficult to assume that the voting patterns of the previous election will automatically be repeated.

What Could Matter Most In 2027?

The issues identified in the analysis include:

  • Security and rural safety

  • Employment and economic opportunities

  • Road and transport infrastructure

  • Religious and ethnic representation

  • Political alliances

  • Performance of the federal and state governments

  • The strength of party structures at the grassroots

Political scientist Dr Joseph Anuga of the University of Jos told Sunday Vanguard that voters could approach the 2027 election for different reasons, including economic conditions, ethnicity, religion, political continuity or a desire for change.

He also emphasised the importance of a transparent electoral process in which voters believe that their votes count and that the final result reflects the votes cast.

Abuja-Kaduna-Kano Road Also Features In Campaign Politics

Infrastructure projects are another part of the political conversation in Kaduna.

Minister of Works David Umahi, who also serves as Deputy Director General of the APC's 2027 Presidential Campaign, has repeatedly highlighted the Abuja-Kaduna-Kano Road project while discussing the administration's infrastructure programme.

During a visit to the Kaduna section of the project, Umahi said the road project was important to President Tinubu and expressed the view that residents would respond positively to the government's work at the polls.

That statement represents the position of an APC campaign official and should be distinguished from an independent assessment of how voters will ultimately respond.

Kaduna’s 2027 Political Significance

Kaduna's importance in the 2027 election is therefore tied not only to its number of registered voters but also to its political diversity, history, security situation, economic conditions and strategic position in the North-West.

The 2023 presidential result showed that the state was competitive among the major parties, with Atiku Abubakar receiving more votes than Tinubu and Peter Obi at the presidential level.

Since then, political alliances have changed, new movements have emerged and the Tinubu administration has continued implementing economic and infrastructure policies.

How those developments affect Kaduna voters will become clearer as political campaigns progress toward the 2027 general elections.

For now, Kaduna remains one of the states where competing parties will be seeking to build broad-based support across its diverse electorate.
